wieder
= repeatedly
typically used in relation to something that has happened several times before and/or the last time is some time ago, often used in combination with schon e.g.
Ich habe den Geburtstag meiner Oma (schon) wieder vergessen!
Wir mussten ihn (schon) wieder daran erinnern!
noch einmal / nochmals
= once again
both expressions are largely synonymous
more short term, often used in correspondence, e.g.
Wir möchten uns noch einmal / nochmals für die Verspätung entschuldigen.
nochmal
= once again but (!) quite a bit more informal than noch einmal / nochmals
not suitable for formal written communication
